Even the Rock admits that the People's Elbow is dumb as fuck, but logically a 270-pound guy dropping a hard elbow seems like it should hurt somewhat. Rainmaker actually looks kinda comfy, like something you'd do playing with your little brother in the backyard.

It does actually because every one of Okada's signature moves targets the head/neck area which, kayfabe wise, weakens them enough for the Rainmaker. He's one of the rare wrestlers who based his move set around his finisher.
