It would have in a different manner. It was not like Bryan got over from that match, it was that he was more over than Sheamus that the resulting backlash happened.
Bryan was always going to be more popular than Sheamus, this just jumpstarted the feeling that he was continuously being screwed over by WWE and pushed the YES chant from something that was catching on to something that was on fire.
Vince didn't understand that Sheamus wasn't really getting over as a babyface and that Bryan was becoming super popular with crowds.
He completely misread the standings of both of them and booked the completely wrong storyline for them.

In theory the storyline of "small annoying heel champion that always cheats to win is squashed by big cool babyface" is perfectly sound.
The problem was Bryan and Sheamus did not remotely fit that storyline. Square pegs, round holes.
