WWE wouldn't do it because it would further expose Roman. Roman is only as good a wrestler as the guy he's in the ring with, and in 2017 Rock ain't getting a good match outta anyone. Plus, rocky would verbally eviscerate Roman.
The Rock wouldn't do it because it would be a shit show and he doesn't want to be apart of bad press like that. Why do you think he hasn't done anything with Roman since the Royal Rumble?
