Vince doesn't want outsiders being in the main spotlight for long, he wants homegrown talents.
Making RAW full of indie guys will allow him to give them their own Main title (red belt that no one cares about) while allowing him to move the homegrown talent to Smackdown with the more prestigious title.
Smarks will still watch because their favorite indie guy is now on RAW, casuals will look at Smackdown for the draws. It basically pleases both sides of the fans.
