WWE are actually looking constantly for a face to replace Roman Reigns. They think Finn Balor might be the guy, but because of his injury, they don't know what to do.
Until they find a guy to replace Reigns as the top face, we'll have to deal with Reigns being the 'top guy' for now.

Forget the memes for a while and say Undertaker is a draw during WM, that in itself would spike ratings.
But then they pair him with Roman, fans knowing is just another attempt at getting him over, knowing Cena vs Taker didnt happen because of Roman, knowing that this is Taker last match agaisnt a tottally undeserving talent.
Then you have the ME being about two guys that wont produce anything worthwile to work with after WM (With again fans knowing Roman is the one to rip the benefits of it).
