Neither of those women can be considered the top wrestler from any perspective you look at the idea from. Whether it is in-ring work, promos, overness, or drawing power.

Realistic choices would be Wendi Richter, Chyna, Sable, Trish Stratus, Sara Del Rey, or Stephanie McMahon.

I hold drawing power higher than any other thing when describing greatness in a wrestler, and I believe by far Chyna has drawn more than any other woman in North American wrestling history. Around 1998-99 Chyna was in the top 5 or so draws in the WWF, at a time when wrestling was at its most popular period ever.

The fact that Chyna was garbage in the ring is largely irrelevant.
