The real answer is because initially he really was going to be on SmackDown and they were gonna do Undertaker vs. Cena, but Vince changed his mind and decided to do Undertaker vs. Roman instead.

I really think there was a point in time where the plan was for Undertaker to beat AJ for the championship at the Rumble, then Cena vs. Undertaker at Mania. I came very close to buying a ticket just for that match. Dodged that fucking bullet.
