If he wanted a match with hogan he would have had it at 18. Hogan jobbed to Taker, lesnar, hhh, rock, angle that year and even worked with edge in the midcard. I don't think any of the nWo had creative control in their contract that year, nothing Hogan could have done unless he literally brainwashed Vince
