Steve Austin or Rock's presence legit made millions tune in instead of WCW. Hell, even Scott Hall made more people tune in than Cena is making right now.

He got 200k people on his return, and that's about it.
Goldberg on his return got 300k for instance and he is still making a difference after various episodes.

Cena only took a short break from TV so 200k just because hes back on the show is fairly respectable. Goldberg was off TV for 12 years and only got 100k more viewers on a show that more people watch to begin with

His segment got 5.7 million viewers, and again, not advertised in advance.

The Rock legitimately has millions of fans.
