Hogans tape was leaked in the most public of ways. Everyone saw it, and everyone can still easily watch it again to be reminded of it if they so wish.

Austin's transgression though was a private thing. Although it undoubtedly was awful, and yes much worse than Hogan's flub, it was much easier to bury.

Basically, the PR job for Austin was much easier. That's all their is to it.
