The average rating for RAM in the 1st quarter of 2016 was higher than the second quarter, and the second quarter higher than the third, and the third higher than the forth.
Fact is Roman drew higher ratings as the champ - the first quarter. The ratings are at ALL TIME LOWS with Eat Owens as the champ.

It was a one-time thing. Lions/Cowboys was the best rated MNF game in a very long time and SmackDown pulled out all the stops for the Wild Card Finals with three (really damn good) championship matches and the return of John Cena. Now Monday Night Football's over AND Goldberg is on Raw next week, so expect Raw to beat SmackDown pretty bad.
HAVING SAID THAT, there's two key things to take away here, unrelated to the one night that SmackDown did beat Raw.
>Raw's been dropping consistently for a long time now and if you went back to 2015, it'd look even worse.
>SmackDown can pop a pretty good rating despite its thin roster by treating its shows as important and promoting them a lot, well in advance.
If SmackDown keeps bolstering its roster this way and treats its show as important and isn't afraid to give you a big show during long stretches of time where it doesn't have a PPV and if Raw keeps sucking, then eventually, it could very well overtake on a more consistent basis.
