There have been so many different versions of the X8 story so this may be wrong but I believe that Austin was offered the the Hogan match but declined in fear of getting booed or whatever. In retrospect he probably would have at least stayed as a main eventer if he went up against him. Rock bounced back just fine evern when the crowd turned against him at that years Summerslam.

His heel turn caused an immediate negative impact (next PPV lost 300k buys from the previous year), and the second they teased him turning face again the PPV becomes the most bought non WM PPV ever (inVasion 2001). Hogan and Rock were way bigger stars than Steve every year besides 98-99 and thus will always be in the main event.

Haitch had the title and was in the main event.

Austin was a step below those three in reality but filled a great niche as a B+ player.

Pre 1990: When WWE was expanding in the Northeast, Canada was a big part of that and obviously Hogan was the main man then. The Big Event drew 64k people in Canada and I read that's what gave Vince the confidence to book WM3 in a stadium.
