Among casuals it's always either Hulk Hogan, Stone Cold, or John Cena. The Rock, too if he counts. These guys are all extremely popular celebrities in their own right, regardless of how good their actual stuff in prowrestling is.
Among hardcore fans it's usually Ric Flair, Shawn Michaels, or Terry Funk. Ric Flair is considered innovative and among the few wrestlers to be considered a complete package in that he was technical in-ring yet also full of character. Shawn Michaels is not as innovative as Ric Flair, but a more modern take of the "complete package" wrestler and thus more younger fans know him better. Terry Funk is considered among the GOATs because he's had by far the most versatile wrestling career having wrestled the most variety of styles, which I guess ends up being possible when you're still somehow wrestling at his age.
