There is no rule saying that the winner gets wrestlers from the other brand. That is just some made-up shit.

Raw is without Finn Balor and the main event is stagnant with Jasethy and KO. The other main eventer they have is Roman who is the US Champion. Jericho will never leave Raw because he's KO's 'best friend' and is only heel on Raw who can get heel heat. He's also about to leave soon since his shitty band has tour dates penciled in.

Smackdown has John Cena but he works sporadic dates and the main event is stagnant with Dean and AJ. They have no main eventer other than Randy Orton who also works sporadic dates and is locked in a random feud.

So who does Smackdown get? Raw's JOB squad and underused smark darlings? When Cena comes back those jobbers will be buried further on the roster.

There is also a traditional draft lottery post-Mania, if Smackdown feels they are undermanned on the top spot they will just get it through that plus the incoming NXT call-ups.
