The Rock, the wrestler's impact in WWE is lot overrated by the attitards. The Rock, much like Goldberg in WCW, headlined a wrestling promotion when it was already at its peak and the competition at its weakest(by 00 WCW had become a one hour show). The Rock did not create major records that other main eventers of the time, majorly Triple H didn't create himself even as a heel. WWF was so hot infact the show was selling out without even announcing main card often. House shows were full without even knowing who was gonna be present. Infact, the Rock during Mummy returns shoot, missed a bunch of shows, and guess what? Those were full sold out events. None of the main eventers of that period really meant much because the brand had caught on fire and was burning on all cylinders.
Now that being said, coming to new age Rock, post 2011, the movie star however did leave a big impact. At a time WWE was struggling with wrestlemania Rock returned and managed to break records. And he drew for mania 3 times in a row setting the stage for effective integration of the WWE network.
So its really complex when one measures The Rock's impact and historical position in the all time greats list.
