Adam Rose, Fandango, Tyler Breeze, Stardust all had colorful, larger than like gimmicks that would have fit in well in the Attitude era. None of them really took off. The fans don't want stupid fun gimmicks anymore, they want super cool serious bad asses like Seth Rollins and Dean Ambrose. It's a shame, I personally really like Adam Rose's gimmick because it was a throwback to simpler times when you could get over for just being stupid fun.
