For reference Cesaro's first PPV matches were against Santino Marella, Zack Ryder, Justin Gabriel, R-Truth and The Miz. Rusev's first PPV matches were against Xavier Woods, R-Truth, Big E and Jack Swagger. Both fought some shitters and then a former world champion.

They're both fairly limited on the mic but Rusev just has the look of an evil monster heel. Claudio is a good looking jacked dude with great in-ring skills, not heel material at all. The E never managed to nail down a solid gimmick for him and tbqf I can't think of any gimmicks for him that would sell in the current era. I'm afraid he's gonna be stuck in booking limbo for the duration of his career.

Really? Then entrance is cool, but because they've done absolutely nothing to drive the point home apart from that, he's basically not got a gimmick. He should be like a hitman. Constantly blurring the lines between heel and face. Basically working for whoever needed him and "taking out" whoever was giving that person or group trouble. Then take him off TV for a few weeks and start it all again.
