This would make sense if he tried to do so with the left arm, too.
He just put his right arm out, jamming it hard. It seemed to be like a garden-variety brain-fart and he just forgot to tuck it.
Also, putting your arms out like that to land over the barricade would hurt the fuck out of your neck at that momentum. So I can't see him doing that.
Seth probably threw a little soon, but I still think Balor just made a really silly mistake.
