Because the wwe has 20 writers who only want to write main event angles. So the rest of the midcard have nothing to do so they get thrown in to random matches together to justify their pay.
So jobbers can get paychecks and provide comfy matches
It provides more matches for the crowds going to the arena. They sell the shows internationally, so they are making money off them. Gets tv time for workers who normally wouldn't get it.
I mean, going to a Smackdown taping for 2 hrs is a waste. So they have more matches before Smackdown starts with unused talent.
