Hogan and to a lesser extent Austin were more than just wrestlers, these are men that transcended the sport and became cultural icons. They're about as much "wrestlers" as Arnold was just a "bodybuilder," their achievements and notoriety spans the breadth of the American cultural fabric. Hogan in particular is arguably one of the most over men of all time, across all mediums. He was literally a household name across the world.

The Rock was entertaining and over as hell but he has no place in the conversation with Hogan and Austin, because while he was an incredible showman he never defined an era by himself. He ALWAYS played second fiddle to Austin if they were in an angle together.

Cena, Flair, and Andre do not belong in the GOAT tier. Nobody who doesn't watch wrestling can tell you who these guys are, except for maybe Andre but he was a complete dogshit wrestler so he doesn't get to get in the GOAT tier.
