This. Plus AJ's probably good enough to adapt quickly to anything and doesn't really need to be vetted seeing as he's been wrestling forever and hasn't had any issues.

Finn was the first of the NXT 5 where you signed a bunch of super indie talent and put them to NXT. Prior, maybe the biggest NXT indie talent up to Prince Devitt was maybe Seth Rollins. Plus Finn Balor was part of a time where a lot of NXT call ups happened prior to Summerslam last year and quite a few injuries in NXT around the main event all just strung about. So he was stuck down there for obvious reasons, for people to care about the NXT brand.

AJ was bigger than balor before coming, especially in the US where most casuals who would have at some point wondered away from WWE would at least know the name AJ Styles. Also, AJ would have rather stayed a main events in njpw than go to NXT, whereas for Finn, with more desire to join and less leverage, it made sense at the time for him to go to NXT, just another Indy recruit at the time, like KO, Zayn etc. I think his push is due to how heavily he got over on NXT.
As for Gallows and Anderson it was good timing, if AJ hadn't come they probably would have gone to NXT and lined up with balor down there.

AJ wrestled in America so the change in styles (pun intended) wouldn't have been too jarring.
