It wasn't useless. It was the C-tier championship. Wrestling shows on television usually have about three singles titles at once that mean anything. When the European Championship was a thing it was about as prestigious as WCW's television championship. It gives lower card wrestlers something to feud over.

They ruined it from the get go, it's a stillborn accolade. When Cesaro won the first one, and they had that big ceremony on Raw where Hulk Hogan came down to shake his hand, I was convinced he was getting his face turn push, and that winning that trophy would be a career maker for years to come.

But then they made him a Paul Heyman guy and that meant NOTHING, Heyman didn't do anything for him and he just phased back into nothing.

Then next year they gave the trophy to the Big fucking Show to seal the deal.

Not really. WWF put no effort into the LHW title whereas the CW title in WCW had consistently excellent matches and was one of the only good things about WCW's twilight years.

The fact that when they merged the two belts it kept the Cruiserweight name despite being the WWF tells you how much more prestigious it was. Same with the US and Euro titles.
