No, properly socialized and trained dogs literally see humans as part of their pack.
Cats are much closer to what you are describing. Basically everything about cats is designed to get humans to take care of them. One could argue it's a mutually beneficial arrangement though, rather than parasitic. In many households, cats kill pests and insects in exchange for care.

Dogs are scavengers that we tricked into standing fire watch for us. We also used them as livestock to be eaten when times got tough. Some cultures only used them for food. Some used certain breeds only for food.
either way, whether food or unwitting servant, the whole "appealing to emotions" thing is extremely new. They have only become pets in the last few hundred years, and even then only among the relatively wealthy.
Cats and dogs provide something of value to the person keeping them as pets, namely, affection (or at least something that is perceived as affection). There is nothing parasitic about that.
You might not find affection valuable, but that doesn't really matter here.
