I don't think so. In my personal experience some dogs do and others don't.
My friend's dog looks me dead in the eyes every time (we have a staring contest everyone I go over; I shit you not it lasts about 3 minutes before his dog scurries away or I blink or something) and I make no bones about killing that piece of shit.
