It isn't very feasible indoors.
They need a massive amount of water exchange, and a constant stream of food for them to filter.
This means that on top of the clams, you need to grow algae and plankton to keep them alive. Not to mention the expensive water chiller and powerheads.
They tend not to live long in aquariums. Fisheries are much more successful

This is actually possible. I'm not sure about coldwater marine clams, but with things like Flame Scallops and Freshwater Mussels, you can keep these animals alive, you just have to feed them (imagine that), like every other animal. To do that, as you say, you have to cultivate phytoplankton, which isn't hard. Dosing is the problem and cleaning up the waste products, but an algal turf scrubber would help with that.
