Form of separation anxiety from being separated from the mother at a young age. The mother usually teaches the kitten to stop after the nursing stage. Not entirely sure how to stop it sorry buddy maybe somebody else will have the answer for you

Only thing I can think of is to have a blanket or towel or something like that nearby to put over your lap when your cat seems like it wants to sit on your lap. Your cat will probably eventually stop this behavior, my cat used to suckle on my blanket but stopped on her own.
