Damn, I want a budgie. Never had a bird
I already have a Sun Conure, and he's a lot of work on his own as it is. I guess I've never really been that interested in small birds like that.
Birbs are cool but the thought of one living in a cage makes me sad.

It all depends on how you treat them, really. My bird has his own room with hundreds of dollars worth of toys, and I'm there with him a lot of the time. I also take him outside daily. He seems happy.

I've always lived in tiny apartments, though. It seems unkind to keep one if I can't give it large place to play and do birb stuff.

As long as you take them out of their cage and socialize with them a few hours a day and give them a few toys, They're perfectly happy.
Remember that's mainly for medium parrots. Small guys like finches don't need much space at all and pretty much can keep themselves entertained. A cage may look small to you, bit to them it's a mansion. That's not to say you shouldn't socialize and play with them.
You don't always need a huge cage to keep a bird happy.
