Is it irregular in shape or texture? If so I'd get it checked out, often irregular = possibility for malignancy.
If it's hard when you squish it, it's almost certainly a tumor. If it's soft, it's probably something that won't hurt your dog, but you should still get it check out.
If you aren't going to take care of your dog, don't get one.

Could be a skin tag, could be cancer- you wouldn't know unless you did a biopsy. You have two choices, get it removed and do a biopsy, or leave it until it grows rapidly/starts bothering the pup/bleeds then get it removed and sent off.
