The Pan- was added because the entomologists got mad, there is no scientific reason for it.
Hexapoda are not a sister group to Crustacea, they are inside Crustacea, thus no new name is needed. But it was done anyway to avoid the inevitable butthurt.

Reptiles weren't called Panreptilia when we found out birds belong in there.
