We have specimens in captivity, which means we have viable egg cells and DNA. As long as enough DNA samples are taken from different individuals, we can clone them. Maybe even introduce them to a similar habitat on a nature preserve far away from China.

The problem is having enough different DNA samples. Usually we only ever bother storing DNA once they are certain to be extinct. Even if we didn't wait, we'd still need to save quite a few different, preferably not closely related individuals. Even 100 is still a very small gene pool.

In 1920-th saiga had been almost completely exterminated in Soviet Union. But due to protection its number reached about 2 millions in 1950-th. It means this animal is able to breed fat enough. The decline of its numbers is a result of lack of protection after the artifical collapse of Soviet Union and the ignorance of people in newly formed Middle Asian countries.
