Every time I have a glass of milk in my hand my lovebird tries to take a few sips and gets mad if I stop him
I know lovebirds are lactose intolerant but would one/two sips every other day kill him? I try to feed him a healthy diet aside from this

A sip of milk isn't going to kill your bird and lactose intolerance is not an allergy. You will probably have to clean up diarrhea from the walls though.
Alternatively, consider lactose free milk or yogurt.

Just say no to him. There's no need to expose your bird to unneccessary risks of health problems. Besides, he needs to be educated to respect the limits you put. If it's still difficult, give him something good for him instead, like juice.
