Fake news. The zookeepers gave an interview for a Japanese site and they said that they always fence off that area in the evening, after the zoo closes, so that the penguins can't accidentally drown themselves in the water while nobody is around.

You'd think this is ridiculous what with penguins being semi-aquatic and all, but it's a valid concern. Humboldt penguins have a history if freaking the fuck out for no apparent reason and drowning themselves when in captivity. It happened during the night at my local zoo (Calgary) last year. Seven humboldts drowned. There was a lengthy investigation where they brought in some international penguin specialists for second opinion. Result of investigation; 'we dunno wtf but we're not leaving them alone around water anymore'.
