Because he just doesn't. You can continue doing it though and eventually he'll tolerate you doing it--just don't mistake his tolerance for him enjoying it because your cat won't ever like it.

Moving your head towards your cat is an unfamiliar and scary movement. Assuming you have a normal sized cat, then your head is probably nearly as big as he is. It's scary when something that big just starts comin at you and you don't know why, particularly when you're most accustomed to it being positioned way up at least several times your height up above you. Seein that thing just start leaning down from up above might make him think you wanna take a bite out of him or something. Your fist on the other hand is probably about the size of the cat's head and much easier to interact with, especially if he's used to being touched by it frequently.
