Her water has to break, for the birthing canal to expand. If not the lamb will get stuck and both will die. What you really need is a vet.

The water bag shouldn't be visible and un-burst for longer than overnight, and that is at the very outside. Once it ruptures, the lamb needs to be out within 30 minutes. You're a self-confessed noob so I'm not going to ask you if you're comfortable washing up and going in. You should call a vet. The ewe might need to be induced.

It might also be too early and the ewe might need a "spoon" to keep the water bag in and prevent it from rupturing until the lamb has been grown to term. I don't suppose you kept track of breeding dates?

Another thing I just thought of... do you think you can tell a uterine prolapse from a water bag? Google for photos. The sooner you get the prolapse seen-to, the better the outcome.

This. Can you take a pic, OP? Not sure how common stillborns and birthing issues are in sheep(the people I've known to have sheep never lasted very long) but the people I know who have goats, including two petting zoos say that stillborn kids are common and they always end up assisting births.

If that is the birth sac she should have given birth within 60 minutes and at most a few hours.

Call a vet ASAP. I'd say ask a farming or sheep forum but you don't have time for that. I'd say there's a pretty good chance you will loose the lamb but you could at least save your ewe.

Everything points to that your ewe needs immediate assistance. By now I'm sure the lamb is already dead.
