Sometimes, people can startle animals simply by the way they approach it. the typical way people try to pet a dog is by bending at the waist (pic related). This makes you loom over them. spoopy. its best to squat down and get closer to their level (personal mobility permitting).

Has your dog been around many other dogs? Sometimes a dog simply doesn't know how to properly emote. My sisters dog went 2 years without seeing another dog and tries to meow sometimes, imitating her cat. Your pupper may just be trying to play.
