Too risky for the individual animals. They could drive the predators off, sure, but it's better to let the lions eat some other zebra than to get yourself injured defending it. Even a relatively minor wound can cripple or kill a herd animal, so it's rare to see them come to the defence of anything except their own offspring.

If they had language and human-level intelligence, sure, they could plan long term and work together to starve out or drive off the predators which would eventually balance out the short term losses. But they don't, and it's not really disadvantageous to the herd as a whole to lose the occasional member anyway.
