It's the owners responsibility to train the animal. If they refuse to do this there is nothing you can do, or /an/ can advise, that can fix lazy, irresponsible behavior.

Prong collars are great for smaller women walking huge dogs. They offer a lot of control over the dog. They should look for a professional to teach them safe use, and invest in a quality brand (Herm Sperger, Keeper Collar, or Titan).
If they don't feel confident using a prong, then they can try a front-clip harness or a head halter. The benefit of thesw is that they don't need any professional help, and often show very fast resulta. However, many dogs do not enjoy wearing head halters, and some dogs are so motivated to pull the front-clips don't offer enough deterrent.

I wouldn't recommend prong collars to people that are too lazy to train. If they don't take the time to learn how to properly fit and use it it can cause injury.
