I am waiting for a service dog but it won't be another two years I work remotely so money is not an issue.
I have PTSD and are looking for a pet that is quiet and loving. Quiet is because loud sounds trigger my PTSD I love all animals and go to a park and hand feed birds, chipmunks and squirrels but I can not do it all the time because when my PTSD is bad I can not go outside by myself.
What kind of pet would you recommend?
Pic related its my favorite breed of bird to hand feed.

definitely a cat, they're one of the easiest pets and they can be great companions. otherwise I'd recommend a couple of rats- some of them are very loving and fun to watch.

My only problem that I have had hamsters before and they were noctural and really loud on their wheel even with a new wheel.

Maybe try a bunny, OP. If you need something to take outside with you like to the park I can't think of anything else than a dog though, sorry. Were you in the military?

that's a pretty quiet wheel. I used one of those when I had rats and they never woke me up. It's also a better wheel because there's no bars they can get their feet stuck in.
