Looks like a fledgling.

There is a period of a few days between staying in the nest and learning to fly. During these few days fledglings wander around on the ground. However they are not independent yet. Their parents will usually be nearby, feeding it and teaching it how to do things. Put the bird back where you found it and watch it for a while. Parents should come back to it for feeding again as long as you stay away
