Reptiles are exothermic. The insulation of a jacket might keep whatever heat they've got stored in for a little while but since they can't produce heat on their own it would probably prevent the animal collecting more heat afterward.

That's entirely incorrect. Today only the leatherback sea turtle (Dermochelys coriacea) has a near-endothermic physiology. All truly endothermic reptile species have long since been extinct. At least ones that have been discovered.
