That particular crow already had previous experience with all the individual steps of the puzzle. Hence why it tried to use short stick to get the food first.
It's still a good sign of tool use and learning, but it's not like some random crow from the wild could just figure out this 3 step puzzle on their first run at it.

To learn anything, you are first introduced to the basics and then you can combine the basics to perform more complex tasks. Walking, talking, reading, counting, programming, etc. How many really basic things do engineers, scientists, mathematicians, physicists, and everyone else have to do dominate in order to perform any task? These animals are amazing.
