no. depending on the cat's size and the beer's alcohol content, it could get alcohol poisoning.
The feline liver cannot process alcohol. Beer is not good for cats.

This should be your answer OP.
Beer is bad. Their livers have never had to get used to drinking beer. Not that cat's liver, or it's parents, or it's parent's parents etc. So on an evolutionary scale, added that they are much smaller than us, even a small amount of alcohol can cause a lot of stress on their livers. This is true of all of our pets; they were never suited to drink.
I'd honestly be surprised if the cat would drink it at all; many cats won't even drink until they are already dehydrated.

Why would it be harmless?
Alcohol aside the carbonation probably really isn't good for them either.
If any animal can tolerate booze its probably the ungulates that eat fermented fruit but even then it's not 'good' for anything really.
