For what it's worth, if you haven't looked to deeply into the legal action you can take I'd suggest exhausting that option entirely before seeking some frontier justice. You can anonymously report animals/poor pet ownership (such as allowing one's pet to injure and/or intimidate other animals/people) here in the US. Persistence with animal control or humane services can at least get someone out there fairly easily if your neighborhood isn't crawling with similar problems (another reason to avoid drawing in a horde of feral felines).
