I've been curious what these are also.
I have them at my lace and I see them with wasps and grasshoppers larger than them all the time.
They also go after horse fly's.
Between these, dragonflys and hummingbirds- I can actually spend time outside this year with being eaten alive by bugs.

What are they and what's the best way to exterminate them from existence?

They should hatch in 10 to 14 days. Then you will have a fun job of raising parasites, I mean caterpillars. Read up on what foodplants the species has.
