Anyone know what this thing is? I found it on a cottonwood bonsai I've been trying to make.

Never seen one of these things before, doesn't look like it was doing anything to the tree.

that's true, but that's a pretty young leafhopper and the leaf looks like its been sick a while. also that damage in the center looks like the work of chewing mouthparts.
