looks like an infected cut, if it is tender (hurts) ajd feels like a pimple, try to pop it, but don't force it because if you have to it probably isnt. one of my cats gets similar things from i believe spiders, but those are hard. if it pops, put neosporin on it after you get any pus out. and monitor it and make sure it doesnt swell again

let me preface this: if your cat never has cuts, and there are no cats in your neighborhood to fight, this is much less likely, bit still likely. usually it is tender all around the bump, and isnt just a bump. if it is just a bump, and hard swelling, i would leave it alone. if there is pus, make sure to get ALL of it out. very important otherwise it will come back worse. if it is huge (i cant tell from pic) lancing it is sometimes useful, but avoid that if unnecessary. if you go that way, sterilize your needle/knife and only use a sharp implement. if it doesn't match my description you can take it to a vet and get it looked at for advice
