There is only one spot that I know of where red winged black birds hang out in my city. They don't seem to care about people but they do harrass the ducks and geese all the time with hilarious results.

Are you provoking them, OP? I go to the local refuge and these guys are out in force but they always leave everyone alone. They only target other birds, but don't care about their size. I saw one chase down an eagle. They're brave af.

Mostly walking on a paved path along a lagoon.
Once was kayaking in a river.
Both times were near water.
