cockatiels are awesome, if you get one young they can be just as well behaved, friendly and cool as any other parrot.
get a green cheek, best parrot ever.
small, low maintenance, no major health issues, cheap, quiet.
get a decent breeder and pay the premium, its worth it.

I recommend Green Cheek Conures for being quieter and love to be in the shoulder.
I've got to say, avoid a bit the Crimson-bellied Conures, mine at least is very playful, but bites alot.

I don't have the money for a bird yet, OP, but I have done research.
If you really must get a toucan, get an aracari. They're a much smaller species, and much more manageable than the larger toucans. Large birds of any type are a nightmare to care for, and toucans are no exception. Start small. Green aracaris are the most common breed for small toucan, I believe. Alternatively, listen to the others and get something more common like a green cheek conure.

Chill man. I've never owned a toucan but I do own cockatiels and can say with near certainty they would be better pets for his purposes since I did my research before buying. I just don't want him to buy and eventually have to end up giving away a toucan since he can't care for it properly. These aren't beginner birds.
It's also pretty easy to assume that he wants one based off of looks since even limited research would have thrown up better but objectively less interesting options like budgies.
