Literally what am I doing wrong?
Here's an example I guess:

If you can get their snapchat, but still never get anywhere, it sounds like you're a pretty boring snapchat.
Go out to interesting places and snap yourself doing interesting things. Even if it isn't something super special, maybe just a nature hike one day and a trip to the mall another. Keep it varied and hopefully you'll show that you're well rounded and interested in many different things.
Getting their snapchat isn't going to get them to talk to you, you still have to do all the work to get them interested.
After sending them snaps for a week or two, ask them if they want to do something with you through a snap.
