Going on a 24 day tour of europe in two days. Need serous help deciding how to pack. My friend is telling me to just take a large 40L backpack and a carry on bag. I am thinking that I should take a carry on luggage with wheels and a bag.
What are your thoughts on this? Should I stick with the backpack or go with the luggage?
Anyone with experience on this?

Depends on where you are going.
I usually change t-shirt, underwear and socks every day and pants every other day. I'd say pack for 9 days, and try to wash your stuff every 8 days.
Other than this, bring 1 pair of shorts and two t-shirts to sleep in.
Where are you going? Have you considered the weather?
It is pretty cold in certain parts of europe now, you might want to bring a hoodie.
